In this study we analysed the range, user up-take levels, effectiveness and efficiency of on-line services delivered by local councils. Data presented in this figure highlight that operational (staff and process related) rather than technology related issues represent the dominant inhibitor to performance improvements in on-line services delivery.

Relative impact

Across key on-line services analysed in this study (e-payments, e-applications, e-tendering and e-self service), about 60% of the participating councils rate the impact of their operations as “high”, whereas the impact of technical factors is rated as “low” to “moderate”.

This figure demonstrates the role of different organizational factors: as local councils build-up their e-capabilities, the relative impact of operations increases considerably.
